Article 1- Introduction
Academic diplomacy is one of the clearest and healthiest human relations among nations. Whenever it is feasible to tie different capabilities in the international arena on ethical grounds, security can be achieved in those situations. One can see the association of ethical life among societies with academic partnerships with their counterparts in other societies. In the age of knowledge, and considering the role of multicultural education in enriching education and promoting equality, the respect and acceptance of mutual understanding of cultures, the vitality of internationalization of higher education is even more highlighted.
Accordingly, the University of Maragheh in order to expand its scientific and cultural relations with other countries seeks to accept eligible foreign students on the basis of "Non-scholarship application for non-Iranians who are willing to apply for studying at universities and higher education institutions of the country sets up regulation form at , 04/1394 with the title of : " Regulations on admitting non-Iranian non-scholarship students at universities and higher education institutions of the country dated 20/07/1394 " through which eligible non-Iranian international students can apply.
Article 2 – Definitions
2.1 International Student (Non-Iranian)
An international student (non-Iranian) is a person with a foreign passport entering the country with an educational visa. Volunteers having two Iranian and non-Iranian nationalities cannot be accepted as international students (non-Iranian).
2.2 International student (non-Iranian) scholarship
A non-Iranian student is an individual who is in one of the long-term courses in one of the undergraduate, postgraduate degrees, both theoretical and practical, short-term training courses and study opportunities provided by the memorandum Contracts concluded by the Government of the Islamic Republic of Iran with other governments or the recommendation of organizations and institutions or with the request of a person to study free of charge
2.3. Non-scholar international student (non-Iranian)
An international student (non-Iranian) is a person to pay all his tuition fees on a university-specific basis.
Acceptance condition of International Students
2. Providing free education opportunities with a scholarship based on the rules and regulations of the Islamic Republic of Iran which will be granted via two methods:
Scholarship A: Recipients of this type of scholarship, in addition to free study (exempted from tuition fees); have facilities such as being provided with tuition fee, health insurance, single accommodation, or dwelling costs, and a fee for conducting a thesis.
Scholarship B: Recipients of this type have free education (exempt from tuition fees), and facilities such as health insurance and single accommodation.
Article 3 – Objectives

3-3. improving the level of international interactions of the universities of the country

3-5. Entering into the market of qualitative and scientific competition with universities and internationally accredited centers
3-6- Providing an appropriate platform for the education of young people susceptible to other countries (with emphasis on neighboring countries and the Islamic world) in order to maintain ethical values.

How non-Iranian nationalities study at University of Maragheh
Article 4: Admission of non-Iranian nationalities in University of Maragheh is possible in either one of the following ways:
1-4: Under the direct application of Applicant
2-4: Within the framework of the joint and cooperative university program with universities of other countries
3-4: Within the framework of the of mutual academic branches established inside and outside the country
4- 4: Within the framework of the establishment of joint academic branches inside and outside the country
4 – 5: Through the comprehensive system of students in the World Wide Web
4 – 6: Via the introduction of student affairs organization
Article 5 – Decision making organs and descriptions of their duties
1-5- Admission Committee of International Students University of Maragheh
It is a committee which accepts international students and its members are:
the chancellor of the University (Chair of the Committee), Director of International Scientific Collaboration (Secretary of the Committee), Deputy Director of Education and Research of the University, Student Deputy, Director of Education Services, Director of Research and Technology, Director of Graduate Studies
If required, other people will be invited to attend (one or two members from the student admission-training group).
2-5- Management of International University Collaboration
This management is under the supervision of the university's president in order to establish multilateral interactions between the University of Maragheh and foreign institutions (universities, centers and educational, research and other scientific centers) in the field of educational and research activities. This administration facilitates educating these students through the Research Council of the University, the College of Schools and Departments, and the Admission and Supervision Department of Non-Iranian Students.
3-5- Department of admission and supervision of international students (non-Iranian)
This office is under the supervision of International Scientific Collaboration Management and is responsible for implementing the decisions of the Admission Committee of the International Students of University of Maragheh. The duties of this office are as follows:
<>(A)Promoting and introducing universities to attract applicants through advertisements, brochures, consulates, embassies and affiliated organizations
B) Establishing contact with applicants and providing necessary information
(C) Receipt and preliminary examination of applicants' documents in accordance with the Ministry of Internal Affairs and Internal Regulations
D) Reviewing the documents received from the International Student Admissions Committee
E) Approving the applicant's general jurisdiction through competent authorities
F) Making correspondence with the relevant authorities
G) Following up and conducting consular affairs of applicants
H) Implementing the approvals of the International Admission Committee
I) Submitting a report on the admission of applicants to the International Student Admissions Committee to confirm the degree in English and send it to the relevant authorities
J) following up the requests of the Ministry of Science, Research and Technology
K) Receive and track application requests from the University of Maragheh
L) To communicate and respond to the Ministry, Police and other relevant authorities' inquiries.
M) Following the issuance of a permanent exit visa to the applicant after the submission of the final grade and graduation certificate
N) Control of residence documents at the beginning of each semester
4-5- Educational and Research assistance of The University of Maragheh
The most important duties of this deputy for international students (non-Iranians) are:
(A) Studying and approving the qualifications and special conditions of study at the university through faculties and educational departments
B) Student admission acceptance at university
C) Management of educational affairs in accordance with the regulations of the university student debt control
(E) Submission of transcript and graduate degrees after the approval of the ministry
F) Evaluation and issuance of a certificate of education
(G) Interacting with the management of international scientific cooperation in relation to obtaining general authority from that office, correspondence with relevant authorities in the country and international correspondence, control of residence documents at the beginning of each semester, studying and pursuing student specific issues.
5-5- student affairs department
The most important duties of this deputy for international students (non-Iranians) are:
<>A)Provide housing or dormitory assistance without tuition fees for single students taking into account the special location for these students.
(B) The provision of health insurance, food, facilities and other welfare facilities necessary for scholarship students based on the regulations for accepting and granting scholarships to non-Iranian students in universities and higher education institutions of the country
C) Granting scholarships and scholarship allowances for eligible scholarship students (Type A Persons)
(D) Facilitating and coordinating the provision of accommodation, health insurance, food, facilities and other welfare facilities for non-university students, subject to payment by the student
E) facilitating and coordinating the provision of dormitories for married students at the university or outside the university for all scholars and non-university students applying for a student fee
Article 6 - Admission Requirements
6.1 General Conditions
61-1- Citizenship and Residence
(A) Not having the nationality of the Islamic Republic of Iran
Note 1: Applicants with a dual nationality (Iranian and non-Iranian) can not be accepted as international students (non-Iranian).
Note 2: Acceptance of applicants whose parents are Iranian and have a passport and citizenship of another country are prohibited.
<>B)C)Admitted scholarships and non-volunteers (with initial admission) after receiving a student's passport by the embassy of the respective country, obtaining a study visa and a letter of approval of the general competence of applicants from the Directorate General of Students can receive the final admission from the University of Maragheh and receive the same The semester of the academic year is the registration.

Conditions to study and certify a degree

Note 1:
Admission will only be possible in fields where there is no legal restriction to proceed education in terms of educational regulations for foreign nationalities and foreigners in IRIB.
Note 2:
Applicants who are simultaneously studying at any higher education institution or university or at any other level in Iran are banned.
C) Possessing previous qualifications (end-of-middle, undergraduate and postgraduate degrees for undergraduate, postgraduate and postgraduate degrees respectively)
Note 3:
Degrees and diplomas from foreign schools and universities must be acknowledged by the representatives of the Islamic Republic of Iran in that country or the embassy of the applicant country and the Ministry of Foreign Affairs of the Islamic Republic of Iran. If it is not in English, it must be accompanied by an official Persian translation.
Note 4:
Diploma from Afghanistan to study in the undergraduate level should also be approved by the Ministry of Education and the Ministry of Foreign Affairs of Afghanistan as well as the Embassy of the Islamic Republic of Iran in Kabul.
Note 5:
Admission of volunteers with a college degree is allowed only in undergraduate courses. Training group should also provide the implementation of the passed units.
Note 6:
Education of non-Iranian nationalities dwelling inside Iran is feasible according to the Ministry of Interior regulations, which is included in the National Surveying Guide of the country.
D) In addition to the above-mentioned documents, the volunteers for the government scholarship of the Government of the Islamic Republic of Iran are needed to present a reference to the Ministry of Foreign Affairs of the non-Iranian student exchange.
E: In the case of obtaining or having the scholarship of the University of Maragheh, presenting the introduction letter by the Admission and Supervision Department of international students (non-7 Iranian Notes) is obligatory and is required.
F: Applicant for admission to postgraduate courses must achieve approval from the supervisor who has been acknowledged by the Vice-Chancellor of Education and Research and the Director of Graduate Studies at the University and will submit to the Management of International Scientific Collaboration at University of Maragheh.
Health certificate
A) Possessing a valid physical and mental health certificate to the Trustee of the Islamic Republic of Iran Representative in the country concerned and the Trustee of the University of Maragheh.
Financial condition of education
A) granting a scholarship letter for scholarship applicants
B) Possessing a financial status enabling the student to pay a university tuition fee and living expenses in Maragheh for non-scholarship applicants
Note 1:
The University is not bound to pay for the dwelling and residing conditions of the scholarship applicants.
Ability to speak Persian
Sufficient degree of proficiency in Persian language by providing a certificate of success in Persian language test
A: Assessment of the applicant's proficiency in Farsi is carried out in two ways:
1) The level of acquaintance of those non-Iranian applicants who have passed their previous level of education in Iran is acceptable.
2) The degree of familiarity of other non-Iranian applicants who have not passed their previous level in Iran should be measured and announced by one of the official Persian language teaching centers.
Universities and Higher Education Centers who are prepared to hold a course in Persian language and literature with the approval of the Non-Iranian Student Exchange Board.
Note 2: Applicants will be able to learn Persian in one of the university centers based on the view of the competent centers of teaching Persian language after their arrival and before the beginning of the study period.
Note 3: Applicants who do not have sufficient knowledge of Persian are needed to participate in the Persian Language and Literature course at one of the official Persian language libraries before the official initiation of the course.
Note 4: The cost of conducting a course in the language and literature of student scholarship is provided by the Ministry of Science, Research and Technology or the Procurement Institute.
Note 5: The cost of conducting non-scholarship courses in Persian language and literature courses depends on the students.
Note 6: All scholarship applicants receive scholarships during the course of the Farsi language course.
Note 7: All persons who do not qualify for the Farsi-language exam at the end of the Farsi-language course may, if approved by the relevant training center, be re-enrolled for a period of study at the time of the course and after passing the course. These people do not have scholarships during this period.
Note 8: Student may attend the courses repeatedly if they pay the fee
Ability to speak English
(A) Non-English speaking PhD students (the English language is not the official language of their country of residence), and students who have not completed their undergraduate and postgraduate degrees in one of the English language universities will required to complete a comprehensive English exam and Get the following:
TOEFL, IELTS, PTE, MSRT/ MCHE, MHLE, TOLIMO, Cambridge First Certificate, Cambridge Advanced Certificate, Cambridge Proficiency Certificate, English Language GCSE, or O-level, International Baccalaureate Standard Level (SL), European Baccalaureate
B) Applicants for undergraduate and postgraduate degrees must have a preliminary knowledge of English and, if need be, are deemed to be required.
1-76-. Whenever it is determined that the scholarship student has, from the outset, failed to satisfy the general requirements of this Regulation, the Board of Appeal determines that it will be decided to expel or continue non-university studies along with the prevention of his education at higher levels. In the case of non-volunteer applicants, the admission committee will also decide.

Scientific conditions in Undergraduate level
A. Applicants for undergraduate studies must have completed a diploma (equivalent to the end of a secondary education program in Iran), and the university degree or equivalent, which must be certified by the relevant authorities.
Note 1:
Applicants in countries where their diploma value does not match the value of a secondary school diploma in the Islamic Republic of Iran are required to complete additional courses for a period set by the university and to successfully complete pre-university courses. Subsequently, applicants for a scholarship will be introduced to the University for continuing education by the Non-Iranian Student Exchange Board.
Successful completion of graduate courses for non-university applicants is confirmed by the University Admissions Committee.
Note 2: Foreign nationals who graduated from the secondary schools of the Islamic Republic of Iran abroad may continue their education at universities and institutes of higher education in Iran.
Note 3: Foreign nationals who graduated from schools in the Islamic Republic of Iran are excluded from this program and will be subject to the rules of admission of Iranian volunteers.
Note 4: The sons of foreign political representatives who have completed their education in Iran will be exempted from the scope of Note 3, as proposed by the Ministry of Foreign Affairs and approved by the Securities and Exchange Commission.
B) The minimum acceptable grade for Applicants for a Bachelor’s Degree is 14 or equivalent and for Non-Applicants is 12 or equivalent Diplomas.
In M.A. level:
(A) Applicants must have a valid undergraduate degree accepted by the competent authorities.
B) The minimum undergraduate degree is 14 for scholarship applicants or equivalent.
C. The opinion of the concerned department regarding the applicant's academic status is reliant upon his or her academic background
D) If the department approves the admission of the applicant, it is required to determine the applicant's instructor's manual.
In Ph.D.
(A) Ph.D. applicants must have a valid master's degree approved by the competent authorities.
(B)An acceptable minimum Master’s degree for applicants for Scholarship is 16 or equivalent
C) Receiving the approval of the educational department based on approved indicators
D) If the group appreciates the admission of the applicant, it is necessary to identify the applicant's manual of instructors.
Age conditions
A. Non-scholars: Non-scholarship applicants can study at the University of Maragheh without a Sunni pre-condition.
A. Non-scholarship students: non-scholarship applicants (Students applying for a scholarship: Students applying for a scholarship from the Ministry of Science, Research and Technology or the University of Maragheh at the time of submitting a study request must have the following age conditions:

Note 1: All students who have been admitted to the Code of Conduct for Admission of Students Abroad and graduated in Bachelor's, Master's, or Doctoral degrees in line with the current regulations of the relevant sections of the Islamic Republic of Iran. , If they are in the same year of graduation, apply for continuing education at a higher level, are exempt from the age requirement.

Note 1: Scores for the Indicators for the Admission Committee of the International Students of Maragheh University and the Departments for Ph.D. Students, each of which is based on regulatory forms up to 50 points, with a minimum score of 60 in total stipulated that the applicant receives at least 25 points from the 50 points of the Department of Education. Acceptance deadline

Article 11 - How to submit documents A. Submission of Applicants for the Scholarship of the Ministry of Science, Research and Technology:
Applicants shall submit their applications to the Department of General Affairs of Non-Iranian Students of the Ministry of the State and submit the required documents. Then qualified people are introduced to the University of Maragheh by that ministry.
B. Submission of Non-Pressure Applicants for the Ministry of Science, Research and Technology: Volunteers can apply in one of the following ways:
1) On request of the applicant directly to the University of Maragheh: Volunteers will first ensure their eligibility by completing the application form and sending the documents electronically through the site of the University of Maragheh. Then, the necessary documents are sent via fast mail or airmail.
2) within the framework of the joint university program with the universities of other countries
3) within the framework of the establishment of joint academic units inside and outside the country
4) Based on international cooperation and memoranda of understanding between the Islamic Republic of Iran and other countries
5) Through the comprehensive system of students in the World Wide Web
6) Through the introduction of student affairs organization
Note: Admission to non-volunteers is done in two steps. In the first stage, the qualifications and identity are issued in accordance with the provisions of Article 12 of the applicant and, subject to the special circumstances of the university, the certificate of initial acceptance is issued. Article 12 - Procedures for Student Scholarship Examination
13-1. 13.5. The Non-Iran Student Affairs Office of the Ministry of Science, Research and Technology will send the result of the admission to the applicant and will follow his consular affairs through the Ministry of Foreign Affairs and the Embassy of the Islamic Republic of Iran in the country concerned.
13.6. Applicants to the Iranian embassy in the country to apply for a visa are referred.
13.7. The applicant, after entering Iran, addresses the admission and supervision department of international students (non-Iranian) for obtaining a one-year residency permit.
13.8. The Department of Acceptance and Supervision of International Students (Non-Iranian) Admitted to the University Vice-Chancellor for the issuance of the final acceptance and registration, shall submit the transcript to the following offices:

Article 13 - Stages of examination of non-scholarship documents
14.1. 14.4. 14-6. if the Admissions Committee accepts the international students of the University of Maragheh with the acceptance of the candidates, the initial acceptance certificate will be issued by the Education Dean and will be sent to the applicant by the Admissions Office of international students (non-Iranian) at the University.
1-4.7. The correspondence required by the Management of International Scientific Collaboration with the Department of General Affairs of Non-Iranian Students will be carried out by the Ministry of Science, Research and Technology for the issuance of a license for the admission of a recognized educational visa. 11-14. The Consular Affairs of the Ministry of Science will send the necessary documents to the State Department for Student Affairs and Exchanges, so that the person admitted to the embassy of the country concerned will be introduced to issue a passport. The passport is issued by the embassy of the country concerned, which lasts about three months.
12. The Ministry of Foreign Affairs issues a Student Visa Student Tracking Number to the applicant and informs the embassy for visa issuance. The Visa Number Reference Number is also announced through the Ministry of Science to inform applicants to the International Student Admissions Office (Non-Iranian) to declare the applicant.
14.13. Applicants to the Iranian Embassy in the country to apply for a visa are required.
14-14. The applicant, after entering Iran, addresses the admission and supervision department of international students (non-Iranian) for obtaining a one-year residency permit.
14-15- The Department of Acceptance and Supervision of International Students (Non-Iranian) Admitted to the University Vice-Chancellor for the issuance of the final acceptance and registration, introduces and transmits the following documents to the following departments:
(A) Management of International University Collaboration to advise the applicant
B) Student Affairs Department of the University, for information and facilitation of welfare and housing
C) University Vice-Chancellor for information and action
17-16. The residence permission is controlled at the beginning of each semester.
17-17. Non-liability control is carried out by the university's deputy.
14-18 years. Accepted academic years are considered from the time of the final registration.
Study tuition
The amount of study tuition for non-university students is determined by the Board of the University of Maragheh based on table 1.
15.2. Scholarship student is exempted from paying personal expenses. If the years of using the Student Exchange expire, but his continued education in terms of educational regulations is allowed, the remaining years will be non-current and will be paid by the student.
Note 1: Compensation costs are paid by the organizer or student.
15.3 Non-Russian Students are required to apply for a pay-as-you-go payment in accordance with the contract concluded with the university. Otherwise, they will be deprived of education.
15.4. If a fee has been accepted before the final registration is received, if the applicant does not approve the qualification of the Ministry of Science of the Non-Iran Student Affairs Department, the tuition technology research will be returned to the applicant.
Article 15- Admission
16.1. In the university education, the applicant will be registered by obtaining the documents and performing the following steps:

Article 16- Educational Provisions
17.1 International students (non-Iranian) are subject to all educational and disciplinary rules and regulations of the University of Maragheh. In special circumstances, the Council of the Ministry of Science, Research and Technology will decide.
17-2. After enrolling at the university, the admissions office will be contacted by the Ministry of Science, Research and Technology student affairs department for issuing a one-year student residence permit and the same procedure will be used to extend the residence permit and issue a student return permit. Note 1 - The student is required to apply for an extension of the student's residence permit to the admission office at least one month before its expiration.
17.3. An international student (non-Iranian) has the right to continue education in the same field of study, and the process of admission in the new field must be passed from the beginning to change the discipline.
17.4 International students (non-Iranian) scholarships and non-scholarships are introduced to the student dormitory if they are paid. Student Health Insurance will be free of charge.
17.5. Change in the field and transfer of admitted students to a scholarship is prohibited, but in special circumstances it is necessary, after reviewing the committee on special cases of the university, to agree to the stock exchange with the condition that the duration of the scholarship is not extended.
17.7. Change of the field and transfer of non-scholarship students requires agreement of the Special Committee.
17-8. Grades and graduation diplomas shall be submitted by the Deputy Chancellor after the approval of the Ministry, and then the Permanent Exit visa shall be issued to the Applicant.
17.9.9 Conditions of university professors to guide international students
A. All university professors who apply for international / non-Iranian students should also have conditions for guidance from Iranian postgraduate students.
(B) The capacity of international university professors to support university professors is determined by the capacity of professors to guide the domestic / Iranian students.
(C) Professors applying for internship guidance at PhD level, must have at least one Ph.D. student in charge of the subject and direction, or have published or published papers on the subject in question, and have their qualifications in The university admission committee will be approved.
E) The international students' guidance capability at the undergraduate level is held annually for faculty members with one assistant, two associate professors and a three-person professor.
F) Admission capacity will be approved depending on the educational facilities of the relevant group after the approval of the group, faculty, and admission committee and research council of the university.
G) The conditions and privileges of the foreign student admitting professors, the number of curricula, theses, etc. will be drafted at the Council of Research Council.
Article 17 – Being Graduated
18.1. Issuance of a certificate of graduation for undergraduate students and the issuance of a license for the defense of a graduate thesis for completion of a graduate course is conditional upon the payment of a full tuition account.
18.2. Submission of encyclopedic certificates and certificates to non-Iranian graduates after graduation with the license of affairs of affairs of students within the Ministry and subject to the issuance and issuance of definitive withdrawal visas from the Immigration Police and foreign nationals.
